I resolved the issue by creating a bookmark navigator. Thanks for the replies!

I would suggest updating Power BI Desktop to the latest version as any fix to issues found in previous versions will be come in new versions.
If you cannot get an update currently, you may try using another kind of button or shape to place the bookmark.
