Best Visual/Chart Recommendation

Hello all,

Looking for assistance on a chart/visual to best display what i am attempting.

For every Hotel expense = we allow 3 out of town meals. 

Looking for a visual to best showcase the "Allowed Transactions" & the "Actual Transactions." goal would be to see how much over the allowed was claimed.
