Hi Experts,
I would like to compare two weights, left target weight and right actual weight.
I would like to show the bar red if the actual weight is higher than the target. The fx button is not available what other option do I have to color it? I'm flexible with the chart design.

You will need to create two separate measures that return a value based on whether the actual is greater than or equal to the target, or otherwise. Use these measures in your visual, as conditional formatting on bar or column charts with a legend value is currently not supported.
Note: I used the native bar chart in the screenshot below which doesn't seem to look like th one in your screenshot
