Background conditional formatting color rules

In powerbi background to set rules 

I want 0-10 should be red

10- 30 should be yellow 

Greater than 30 should be green

 

can i know how to set ? 
I tried it but something wrong  shows 35.43 in red colour 

 

 can anyone pls help me

Though formatted as percentage, they are stored as decimal number. Please change all 'Percent' to 'Number' in the dropdown and change all the numbers to decimal numbers , like 10 as 0.1, 30 as 0.3
