Thank you for the response, currently azure maps does not support displaying dynamic measure based labels directly on the map.
As we haven’t heard back from you, we wanted to kindly follow up to check if you have had a chance to try the SVG approach? If not please try the SVG solution and let us know if you need any further assistance.

It does appear that showing the values on the on the labels is not possible. They recommend ArcGIS maps.
