That you can do with C# or some other code.
In our project our C# developer has written the code using C# he was converted as .exe.
Using that .exe file i can able to publish and create and delete the work spaces and i can generate the embed ur's also.

I am trying to do the same thing, Because my Datasource is a local Oracle DB and i cannot upload it yet to the Azure (maybe by the EOY).
I think it is sending keystrokes to the Power BI Desktop Application ? or are you using a Power BI SDK to do that..?
Any advice/Tip is appreciated..
