Automatic conditional formatting tables

Hello!

The general question: Is it possible to automatically fomat tables (like highlight certain values) based on a different table's value? 

The problem: We did this in Excel (and Power BI might not be an easier solution for this). So we sample the groundwater through different wells (first column), in different dates (third column). We analyze it in laboratories for different components (second row). So we have individual value for each component in each well at different dates. Each component have different (or none) limits (third and fourth row), and when a value exceeds that, it's highlighted. That's what the table shows below.

I get these data from time to time (after samplings) and get the results from the laboratory at different tables corresponding to the time --> and then I copy them here and format them. 

The specific question: is there a way to automatically create and format a table like this in Power BI?
My idea would be to create seperate tables for the limits and the values - and then link them together, create a third table and format that that based on the other. But I can't figure that out. Maybe it is not even possible in Power BI and I might have to work in Excel in the future as well. But I still would like to give it a try. 

Any suggestions?

Ps.: I am a geologist/hydrogeologist anyway, and I know P BI was not originally made for us, but it would be still awesome to use it.

@Anonymous , The format which you have given is not possible with the standard matrix. In conditional formatting, you have three options scale, rule, and field value. Scale is kind of automatic based on range.
