Auto-Create Sankey Table

In Power BI desktop, I have a table that basically looks like this, which I download using an API.

From that, I want to create a table that looks like this, so that I can use it to populate the Sankey visual.  There will be more metrics on it than this, but this will work as an example for my frustration.  lol

The first two columns would never change.  The third column would need to be based off the other table. 

Currently I am manually doing this in Excel, and importing that table, but that isn't ideal. 

 

I thought I might be able to just Enter Data as a Data Source in Power BI and somehow use a formula to point to the other table, but that was a no go.  Does anyone have any suggestions on how I can make this happen??  Any help would be greatly appreciated.
