The PBI report that I'm working with doesn't have a date table to calculate measures for relative date periods. Instead, I have a dataset something similar to the first screenshot below. On the report layout, there would be only one slicer to select 'Week Starting Date'. The second screenshot below is how the tabular report layout looks like. With this dataset structure, I'm struggling to calculate the measures (displayed in the second screenshot) for the current and prior years. Your assistance in this matter would be greatly appreciated.

Report Layout: [Prior year realtive measures must have same cut off point as current year]

Creating a Date table with columns for Year, Month name, Month number and Week strt date would be absolutely imperative to solving the question.
I understand. Unfortunately, that is the way the data set is. How can I calculate the measures I need without having to use Time Intelligence functions?

I would respectfully disagree. Doing time intelligence calculations without a calendar table is cumbersome, risky, and not something you should do if you want to learn Power BI.
