Hi,
I am about to go on extended leave and I need to assign my Power BI workspace to someone else. How do I transfer the ownership or assign another owner?

The workspace in your screenshot is My Workspace which can not be assigned to others. My workspace is your personal sandbox where you can create content for yourself.
About Workspace type, please refer this.

In your case, please consider to move these reports and datasets to a new workspace. Downlaod the pbix file and republish to another new workspace. Then assign other users as admin while you are on leave.

I have power BI Pro licence and I do not see the options as per your screen shot. I only see the following under my workspace. Is there any limitation with a Pro Licence?

If you do not have the "Access" option presented, then you are likely not the Admin. Does someone else in your organisation administer subscriptions, licenses, etc? If so, contact them and ask them to assign a new "Member" or assign you as the "Admin". It is likely for security purposes they will assign a new "Member" access rather than "Admin" access if you do not have that option available at the moment.
These are my thoughts and may be wrong but it's a starting point.

Just go to the Workspace and click on Access:
Under Access, you can add their email and then select Admin as their permission.
If they're in your organisation and you've provided access, it shouldn't require anything further. Otherwise, you'll need to invite them via your Admin Portal as a User (https://portal.office.com/AdminPortal/)

@HBEN , In the Power bi service, You can make someone else Admin of the workspace.
