Approach on integrating PowerBI on Azure environment

First you can create reports on Desktop, after publishing to Service. Then you can streamline the required content into a dashboard:Create a Power BI dashboard from a report - Power BI | Microsoft Learn
You just need to create the Power BI Embedded capacity, and then you can quickly add visual objects.You can refer to:Create Power BI Embedded capacity in the Azure portal - Power BI | Microsoft Learn

You didn't provide too much information about the environment. First start by building your dashboards and reports in PowerBI Desktop to focus on the design, functionality, and data modeling without worrying about the integration complexities initially.
Once your dashboard is ready in PowerBI Desktop, you must publish it to PowerBI Service.
From the PowerBI Service, you can integrate with Azure and you can start configuring data gateways, setting up data refresh schedules, and ensuring proper access controls and security measures are in place.
