Allowing the user to update Stored Procedure parameters dynamically in Power BI Desktop report

In Power BI Report Builder paginated report, I can load the SP into a dataset and easily construct a report that allows the user to select the StartDate and EndDate parameters that a SP takes, refresh the report themselves in the workspace, which re-runs the SP based on the new date parameters, which in turn refreshes the dataset. 

 

In Power BI desktop, I can load the SP with an import query and declare the StartDate and EndDate parameters within that import.

 

1) But once that's done, is it possible to declare parameters that the user can use to select their own StartDate and EndDate parameters from a calendar the same way, then refresh the data, the the data updates along with the new parameters?

 

2) If this doesn't exist for a Power BI desktop report, is there a (good) reason why not? This is very basic functionality to have. 

 

3) Can I run a SP in direct query mode? Does this help solve the problem in any way?

 

4) If no to all, is there a way to append datasets in Power BI report builder, like there is in Power BI desktop? Basically I have the same report for multiple jurisdictions, and don't want to have lots of separate same reports when I could just have one.

you can put Page level filter or Report level filters with Direct query mode

@theaskk_1 I've updated my question, could you please look again? My SP takes startdate and enddate parameters. Like with pretty much all SP's, these are just parameters and aren't part of the dataset output.
