In a matrix visual, if the matrix width is larger than the sum of the width of all the columns, the columns's width is not automatically ajusted to fulfill the matrix width. In a column chart, it works diferently. The column width is always resized dependind on the number of columns in the chart, taking up all the width of the chart.
My intention is to make the situation work when we applied different selections on slicer, both the matrix and clustered bar graph should align each other.

After my testing, unfortunately, this is by design. Power BI is now unable to achieve what you need. But I think your idea makes sense and you can submit an idea for it at: Home (microsoft.com) and wait for users with the same needs as you to vote for you to help make it happen as soon as possible.
Hopefully this will be possible in a future release.
Here is a workaround.
You can change it manually as shown below.
