Hello,
Native KPI alerts are mainly available in Power BI Service and usually work with dashboards, not directly from Power BI Desktop.
Maybe you could try using subscriptions or data-driven alerts after publishing the report to the service, without needing Power Apps.Best regards,

Solution:
This can be achieved directly using Microsoft Power BI Service Data Alerts without using Power Apps or Power Automate.
Step1: Create a KPI visual in your report for the metric you want to monitor.
Example: Total salesStep2: Publish the Report to Power BI Service
Step3: Open the report in Power BI Service
Step4: click the three dots of the of the KPI then click Add alert
Step5: Add alert rule and then click on apply.
Once the KPI crosses the configured threshold, Power BI sends a Email notifications.
