Alerts on the tiles in the dashboard

On the manager alert section, it mentioned that - "Alerts are only sent if your data changes".

My tile is showing count 13 since the past 6 to 10 days which means the data hasn't changed. 

I get an alert every alternative day from the dashboard. The dashboard refreshed every 24 hours. So I am so confused. 

Please correct if my understanding is incorrect.  Do I have to do some other settings too? I am new to PowerBI and got this dashboard from some other team member who has left the team. Any help will be highly appreciated. Thanks!

If you set alerts like below

You will get alert when your dataset refresh(although you data don't change). By the way, you said you will get alert every alternative day, did you mean 48 hours or 24 hours?
