Adding new column to matrix

Hi,

I have data that looks like this:

I am trying to create a matrix with this data, containing only the values for the latest time point. 

I would like to keep the stepped layout so that you can see each the Vision, Outcome, and Indicator in the same column. However, I would like the date of the latest refresh to be in a seperate column, as seen below. Is there a way to do this whilst still keeping the stepped layout of the indicators seen above. 

Very new to PowerBI so apologies if this is relatively simple! Thanks.
