i have a report that tracks monthly hours reported versus target hours. when I exclude the 'Target %' column from the table visual, it only gives me one row per employee per period, as expected. When I add the 'Target %' it gives me two rows per period with one row containing the actual target % and the other containing 100%. I believe it is related to my relationships. See images below. Any help would be appreciated.

In Power query. Add Column – Index Column – From 1.
Put [Index] into Visual and select Don't summarize
After that you can display two rows of data
