ARCGIS Map Layers

I added an ESRI map to a dashboard I am working on. I would like to be able to add a layer to the map and filter using that layer. I am creating a dashboard for my fire department. I have the map working with lat and long. I would like to add a layer that shows the city council wards and be able to see haw many calls are in each ward.
