Currently, Power BI Copilot/AI Narratives do not support strictly enforcing formatting rules or fully disabling visual footnotes through prompts. Prompt instructions are treated as guidance, not guarantees, and recent updates have reduced formatting predictability. Footnotes are a built‑in behavior and cannot be suppressed via settings.
As lbendlin suggested, you can raise a Microsoft support ticket or submitting an Ideas request so this requirement is formally tracked.
