How can I get within each number on chart, it to be 100% in each one in both graphs? Example - Under PR&A sessions, under Not applicable, the grey bar and black bar should equal 100%......(vs. 3-7%). Right now I have as % of Grand total, but need % of Grand total within each legend type....
Do you mean the percentage total in visual 'PR&A Sessions' should be 100%. If so, please check if all the values has been contained in your measure. Have you dragged the proper column to the X-axis?

yes, each 'cluster' should equal 100% so both bars for Not applicable should equal 100%, both bars for No should equal 100% and both bars for yes should equal 100% @v-yuta-msft
In general, you should create measure maunally because the "%GT of count" will just calculate percentage of each part.
