I have heard from a Microsoft engineer and have read in the the pypi libraries that "sempy" is not supported in vscode.
However in practice I think there are people who are successfully able to install and use sempy on-premise like so:

What should customers do for sempy development? Should we only use "sempy" from the PBI portal, or should we proceed at our own risk in vscode. If we run into trouble in vscode, what are the chances that Mindtree will offer support?

Thanks for reaching out to the Microsoft fabric community forum.
It looks like you want to know whether you can use SemPy Library in VS Code or not. Based on the documentation SemPy is not supported in VS Code. There is no explicit tools, integrations or support for SemPy outside of Microsoft Fabric Environment.

If there is still need to use SemPy outside Fabric environment then this approach may lead to compatibility issues or unexpected errors may come when dealing with services and APIs that SemPy interacts with.

Thanks. I think in practice some users have been able to run sempy in vs code. The problem is that if we run into a bug, we are going to be up the creek without a paddle.

Its not clear if this support statement is inclusive of vscode or not.
