Im building a Fabric solution for a customer. I started a trial and built notebooks, pipelines, etc.
Then I wanted to create a data agent, but was not allowed since it prompted me with "Can only use the paid capacity". So I convinced the customer to upgrade to try out Copilot.
Then assigned myself as an admin on the capacity, added it to the workspace, enabled the delegated tenant switch... and got this somewhat ironic window turning up on me:
Copilot actually works in data wrangler, but still not with the data agent.
Could someone please tell me what it takes to create an agent? 🙂

To create a Data Agent, your workspace must be assigned to a paid Fabric capacity (F(or)P SKU), not the free trial capacity. Even if you are on a trial and Copilot works elsewhere, Data Agent will not activate until you switch the workspace over to the paid SKU capacity.
Fabric Data Agent (Preview)
Unlike notebooks, pipelines, or Copilot in Data Wrangler, the Data Agent feature requires a Fabric capacity (paid SKU).
The free trial capacity does not support Data Agents. That is why you are still seeing the "Upgrade to a free trial" dialog, even though you already have a trial capacity.
Paid capacity requirement
You need to attach your workspace to a paid Fabric capacity (F SKU, P SKU, or higher), not just the trial capacity.
From your note, it looks like you already convinced the customer to upgrade, but what may have happened is:
The workspace is still pointing to the trial capacity, not the new paid capacity.
Or the Fabric feature switch at the tenant level is not fully propagated.
What to check
Go to Admin Portal > Capacity settings and confirm that the paid Fabric capacity (F/P SKU) is visible.
In the workspace, go to Workspace settings > Premium/Fabric capacity and confirm it is assigned to that paid capacity (not the free trial one).
Make sure Fabric is enabled at the tenant level (it sounds like you enabled the delegated tenant switch, so that part should be fine).
It can take a few hours after assignment for the change to propagate. Sometimes logging out and back in or republishing the workspace helps.
Key difference
Copilot in Data Wrangler can work with trial capacity.
Data Agent is hard-locked to paid capacity only (no trial).
