Conditional formatting based on a measure

I am taking a class in which we are using PowerBI, which is new to me. We have created a measure that compares the target profit margin 2% to the actual profit margin. If the actual is below the expected, it is unfavorable and should be yellow. Otherwise it should be green.
I have directions but they appear to be from a prior software version. In the directions I should be able to select f of x and say base the decition on my target. I don't see that feature.
