@vcaldeira , no column headers, No data in text format. What is the input and output. Nothing is clear.

You can have formula like

maxx(filter(Table, [city] =earlier([city]) && [date] < earlier([date])),[date])

if this did not work

Can you share sample data and sample output in table format? Or a sample pbix after removing sensitive data.
