firstnonblank returning a blank value where there is data

I am having isues with a lookupvalue formula that was working fine so I have tried replacing with a return firstnonblank expression under the variable test in the below.  As you can see it is returning a blank value for TSP responsibilty but when I cross reference to the Fact SACs table which has that order number in it there is definitely data to return.  Why is it returning a blank value?
