Value in a row when selected in the slicer

In Power BI I have a table with a person number, name, city and start and end date. I want to have a value of 1 in a column when this date falls within the selected value in the slicer and otherwise a 0. Or is this only possible with a measure?

@Anonymous , you can not use slicer value in a new column, You need to create a measure
