I have a Python visual in Power Bi that I want to change based off of a quick measure. Specifically, I want a line graph that I made in a python visual to change based off of a masure that outputs what the user selects. This measure was used to change a card visual to ask the user to select something if nothing was selected and then displays what they selected. In the python visual is it not possible to have an if statement to display one graph when the user has not selected an item and then a different graph when they have?

The Python visual only sees the dataframe - the table made up of the fields you provide in the visual's values area. So you would have to adjust your logic in Python to (for example) check the row count of the data frame and then change the rendering accordingly.
