Turn on and off Tooltip based on certain criteria

I am displaying tooltip based on certain criteria in a matrix. 

If a person hovers the mouse on a particular code then some detail is displayed.

Not all codes have details. 

I want to make the tooltip visible only to the codes where there are some details exists. 

Example:

Code 2546 has some detail "Details about 2546" so when a person hovers the mouse on that record, a tooltip is displayed

Code 2547 has no detail. The mouse hover shows nothing.

 

Any solution or any alternate solution.

You cannot make a tooltip dynamic like that. The best you can do is create a report tool tip and show your tool tip there, or blank data, or a message that there is no tool tip. But you will still get the tool tip popup. The report page tool tip just allows you to fully control what shows in the tool tip, not when it shows.
