Thanks @Greg_Deckler for the quick reply and solution. Here are some of my additions:
We can create two new measures.
_New Incentive = SUMX(VALUES('Table'[Commodity]),[New Incentive])
_New Sales = SUMX(VALUES('Table'[Commodity]),[New Sales])
Then the result is as follows.
