I am trying to figure out what I am missing here. I am using the same measure to total the % complete but receiving different results.

You can refer @Greg_Deckler reply, if the data is incorrect, the probability is the effect of contextual filtering, you can convert the visual object of the pie chart into a table to see if the data contained therein is the same as what you need, and if not, you can modify your measure; or you can provide a pbix file with no sensitive data for test use.

@MDean So it's almost certainly the result of context. Check the Filters pane for each visual and make sure they are the same. Also, the same measure when used in a Card visual will have everything in context versus if you use it in different visual that has a legend or axis then the context will be filtered by that legend or axis.
