Rank Not Working in RLS Security

hello everyone

my rank works perfect as Admin & as CEO, but if I use RLS Security to filter a region rank does not work, the rank back to number 1.

I use this DAX

Rank = RANKX(ALL('table'),[measure sum])-1

-1 for rank start from 1 (not from 0)
