Premium per user workspace Viewing

Hi,

I have a premium per user Power bi licence with a few premium worspaces under it.According to Microsoft everyone with a premium licence can share reports with free users and the free users can view them.

For some reason the free users in my organasation cant however,does anyone know anything about this case?

Users must have a Premium Per User (PPU) license to access content in a Premium Per User (PPU) workspace or app.
