Possible to write a ~SUMMARY on [Table1] with calculations based on an unconnected [Table2]?

I have an unusual scenario that I think should be possible, but due to its unusual nature I'm having trouble finding a similar example.

 

Basically, what I'm trying to do is create a calculated table that is a secondary version of [CBF AppTech Impact], but with the addition of some columns containing aggregate values from [CBF Analysis] based on fields: 

Company, Department, CBF ID

 

I already have Measures for all of these calculations, so ideally I could just reference those in this formula.

 

I've been looking at SUMMARIZE, CALCULATETABLE, TREATAS, and documentation on various join type, but anything I've tried I can't get to work (typically a syntax error due to attmpting to do something invalid).

 

Is what I'm trying to do even possible?

If someone could even tell me the fundamental function (SUMMARIZE, CALCULATETABLE, etc) I should be starting with, that would be a huge help!
