I there a way to pin the title and slicers? I would like them to appear as I scroll down the page (see attachment).

I don't believe this option is natively avilable.
You could fake it using a long card down the side of the screen and assigning it a tooltip with the title and slicer on it. Or even set the card to the entire background of the visual and then the tooltip would be avilable anywhere.

If it's for different pages, I think you can use Sync slicers under View.
It's not exactly fixed, but you can use it to synchronize slicers across multiple pages.
