the measurement is calculated in two conditions: the first line has a calculation and from then on another.
Is it possible to do this measurement in power bi?

@Anonymous , I think need to be a cumulative measure on Total Or measure problem
like
Cumm = CALCULATE([Measure Problem]*.3,filter(allselected(Table),Table[Date] <=max(Table[Date]))
with date table
Cumm = CALCULATE([Measure Problem]*.3,filter(allselected(Date),Date[Date] <=max(Date[Date]))
