Measure Value that Does NOT Change when used in Visuals

I have a model with slicers for year, US Residency, and Overseas destinations visited.  I also have a control total by year only that first need to calculate a percentage to apply for US Residency and then Overseas Destinations Visited:

For this example, the following is calculated:

I get this estimate from the following:

The SIAT I92 is the constant for 2017.  The value I want as the new constant is the 123,000 value.  I want to apply a Weighted % that is calculated within each question matrix to the Traveler Estimate.

As you can see from the following, the numbers change based on the row of the table:

What I want to do is probably impossible, but wanted to get others opinions.

@DragonCIC Probably not but would need to understand your measure. You can break out of context using ALL or ALLSELECTED or ALLEXCEPT but super difficult to be specific without more information.

Sorry, having trouble following, can you post sample data as text and expected output?
Not really enough information to go on, please first check if your issue is a common issue listed here: https://community.powerbi.com/t5/Community-Blog/Before-You-Post-Read-This/ba-p/1116882

Also, please see this post regarding How to Get Your Question Answered Quickly: https://community.powerbi.com/t5/Community-Blog/How-to-Get-Your-Question-Answered-Quickly/ba-p/38490

The most important parts are:
1. Sample data as text, use the table tool in the editing bar
2. Expected output from sample data
3. Explanation in words of how to get from 1. to 2.
