Matrix measure per sub categories

Hi Everyone,

I have Main Categories, Categories and Sub Categories (all sitting in dim tables)

I need it to look like that in matrix:

I tried this measure but it's not doing what I want ( I need to see all categories even if it's 0):

InDeptperCat =
CALCULATE(SUMX(EDCurrentPatients,EDCurrentPatients[InDept]),ALLEXCEPT(EDCurrentPatients,EDCurrentPatients[LT Sub Categories]))
Also, it keep repeating sub catecories on a mesure in every category for some reason.
Thank you!

Would you please present some sample data of the four tables?
