Please try to create a measure with below dax formula:
Measure =
VAR tmp =
FILTER ( ALL ( 'Table' ), NOT ( ISERROR ( INT ( [score] ) ) ) )
RETURN
MINX ( tmp, INT ( [score] ) )

Your data type is character, not a number. 10 is less than 5. Create a new column in Power Query that only has numeric values and cast that data type correctly, or remove non-numeric values in the source.
