KPI setup for year on year with goal

This is probably a very noivice based query but I am stuck...

I'm trying to report on trends of overtime and hoping to set a KPI to show that overtime is (hopefully) decreasing.

I have data fields of various date hieracrhies but ultimatly it would be are we are up or down against this time last year monetarily.

To clarify there is a monetary value set against each singleinstance of overtime across a 3 year span. I have been able to report annual totals but cant seem to get the KPI for year-on-year comparison with a set goal.

How do I go about setting this in the KPI visual? I see you can set a goal so would there be the option to set the goal to be a 10% reduction on 2022 and visualise the progess?
