If not filter, show value table with condition

Hi all, 

I have a problem about slicer and table list.

I have an example table:

I have a slicer BU. When I don't filter any slicers, I want the table only shows records that have NOTE = off/ null.

If I filter BU, the table will show all NOTE.

Please help me with it,

IF (
    ISFILTERED ( 'BU Selection'[BU] ),
    1,
    COUNTROWS ( 
        FILTER ( Data, Data[NOTE] IN { "off", BLANK ( ) } )
    )
)
