How to work with blank value?

I have 3 tables 1,2,3

And want to use Power BI to show as expectation. But I don know how to do ?

Anyone can help me plz?

isblank(Sum(Table2[plan])) && isblank(Sum(Table3[Actual])), blank(),
divide(Sum(Table3[Actual]),Sum(Table2[plan]))+0
)
