How to find 2 max equals dates between 2 tables?

Hi everyone! I have to do this exercise: 
Determine how "DTX is sent" have been made before and after the ship's departure.

//EVENT table contains EVENT_ID and time when its happened (EVENT_DATE).
EVENT_ID = 10001 and 10004 are when DTX is sent.
You need to find MAX value (last date when it happened) per BOOK_NR (BOOK_NR is in BOOK table and EVENT table) and compare such date with Sailing Date (AFG_DATO) – and define how much is sent before sailing date and after with split per Trade and Agency.//
