How to display threshold, target, stretch, and unmet goals in a visual, not in a chart/matrix?

I am using a gauge to track occupancy percentage goals. There are 4 goals I would like displayed (threshold, target, stretch, and unmet) but am only able to find visuals/gauges that are limited to 3 stages. I would like it to look something like this:
