How to calculate sum of cost by report date

Currently, I have january and february costs but I would like it to sum the latest date (February) totals instead of year to date totals. 

 

Command I tried are:

CALCULATE(sum('FACT Cost'[Cost]), 'FACT Cost'[Report Date] = "2/1/2023")
Sum('FACT Cost'[Cost])
