Hiding Future Dates for DAX Calculations

(1) Hi, I created a Date Table and the following DAX column based on My Incident table. Which means if there is ticket created on the particular date, it will return as True or else False 
     

(2) Created a relationship bewteen 'Date table[Date] 1-----* V_Incident[Created on]

(3) Created the following Measure Open Tickets MTD 

(4) Apparently, I think the measure is not working, because isn't MTD suppose to the accumulate the value by date untill the end of the month. Is my measure correctly written ?
