Hey,
I am having issues getting the correct filter command right..Here is what I am trying to do
Say we have the Table "Orders" and in that table is a SubStatus Field that has 5 values
So it would be 'Orders'[SubStatus]
The SubStatus values are
1
2
3
4
5
So I need a new column for Orders pulling from SubStatus that only shows the SubStatus 1,2,3 in that column
So in table form here is how it would look
Filter SubStatus Column
Orders 1
3
2
1 etc. (only filtering out 1 , 2 , 3 and leaving out the 4, 5)

You can set a filter on the visual subcolumn fields to exclude the value that is larger than 4.

Do you want to use the filtered data in a measure? Because you talk of column, I don't really get it.
Anyway, in a measure the filter would be

CALCULATE(yourLogic, FILTER(Orders, Orders[SubStatus] < 4))
