Hi, I am not sure if I understood your question correctly, but I tried to create a sample pbix file like below.

Please check the below picture and the attached pbix file.

Score Q1: =
VAR _t =
    ADDCOLUMNS (
        SUMMARIZE ( Data, Data[Question 1] ),
        "@count", CALCULATE ( COUNT ( Data[Question 1] ) ),
        "@weight",
            CALCULATE (
                SWITCH (
                    TRUE (),
                    SELECTEDVALUE ( Data[Question 1] ) = "Excellent", 5,
                    SELECTEDVALUE ( Data[Question 1] ) = "Very good", 4,
                    SELECTEDVALUE ( Data[Question 1] ) = "Good", 3
                )
            ),
        "@denom", CALCULATE ( COUNT ( Data[Question 1] ), ALL ( Data ) ) * 5
    )
RETURN
    IF (
        HASONEVALUE ( Data[Question 1] ),
        DIVIDE ( SUMX ( _t, [@weight] * [@count] ), SUMX ( _t, [@denom] ) ),
        DIVIDE ( SUMX ( _t, [@weight] * [@count] ), COUNT ( Data[Question 1] ) * 5 )
    )
