I have a table similar to this:

Dec-20 | 0 | 0 |

Currently the Total Incidents display showing 0 (instead of (BLANK)). But the pie chart isn't showing at all:
Is it possible to get an empty pie chart to display, or could I only display text if the values are blank?

It is possible but there is no business value for your users when you do that. Instead you end up with a very broken user experience. Don't do it. Show an alternative text, or show nothing at all.
