Met =
SUMX ( VALUES ( 'Date'[MonthYear] ), INT ( [Attendence %] >= 0.95 ) )

Not Met =
SUMX ( VALUES ( 'Date'[MonthYear] ), INT ( [Attendence %] < 0.95 ) )
