Dax measure to return daily budget figures in a Column

Hello, 

I want to create a measure that will return budget figure from column"Period Budget" based on filters on column KPIName and column shift date.  

 Expected result is to have a line visualization on the below graph showing 0.85(85%) over the period in my x-axis.
